Major of Public Law
Hello, I am Professor Doctor Serkan Çınarlı. I am working as a faculty member in the Division of Administrative Law under the Faculty of Law of Izmir Bakırçay University. I am also the director of the Graduate Education Institute. The Public Law Program is one of the two classical programs used as graduate education in law faculties. One of them is Public Law and the other is Private Law. Public Law is formed of Constitutional Law, Administrative Law, Criminal Law, Tax Law, History of Law, Philosophy and Sociology of Law. Students who will join in this program usually consists of those who work as judges, prosecutors or lawyers or candidate judges and prosecutors. It is an especially important program for those who are interested in the fields of Public Law. Apart from that, these programs are also of great importance for those who are considering to have an academic career as a research assistant. Public Law consists of the following fundamental areas: Constitutional Law, Administrative Law, Criminal Law, Tax Law, History of Law, Sociology and Philosophy of Law, and Finance Law. Of course, some other divisions may also be established under the Public Law Program of universities. For example, in İzmir Bakırçay University’s Faculty of Law, has established the Health Law Division under the Public Law Program. As we care very much about our students not having any difficulties while writing their thesis and having the opportunity to examine other legal systems in Europe, we have completed our preparations in making international agreements within the Erasmus Program. As of the 2020-2021 academic year, we wish to offer this opportunity to our students by finalizing these agreements. In our Master's programs with a thesis, there is a prerequisite to be a graduate of the Faculty of Law. Apart from that, we also have an ALES (Academic Personnel and Postgraduate Education Entrance Exam) score requirement. Since our program’s medium of instruction is in Turkish, there is no foreign language requirement. However, we want to reach more students in our Master's program without a thesis. This is because public officials are also interested in the program. For this reason, while demanding that students of the Public Law Master’s with a thesis must be Law Faculty graduates, students of the Public Law Master’s without a thesis must either be graduates of a Faculty of Law or a Faculty of Economics and Administrative Sciences. The topic that concerns us the most is establishing a Ph.D. program in the area of Public Law. As we have fulfilled the sufficient criteria for this, we will launch this program, too. Apart from this, we also give great importance to providing a diversity in the courses we offer, opening different courses according to the interests of the students and carrying out field studies in both the Master’s and Ph.D. programs. We are in cooperation with the courthouse and especially with the high courts. We aim to implement some projects so that our students can access judicial decisions and international documents. All candidate students of İzmir Bakırçay University’s Public Law Master's Program with and without a Thesis, will be met with a very wide curriculum related to this program. They will find themselves in an academic program which will include each student’s interest area, and give them satisfaction in all their field studies and academic studies in the doctrinal field. I would also like to inform students that they will be able to follow these course programs easily and benefit from all kinds of technological materials in order to follow them. Without hesitation I can say that all students who will enroll to the Public Law Master's Program with and without a Thesis of İzmir Bakırçay University’s Graduate Education Institute will develop extremely well academically after completing their studies. This is why, we would like them to join our program with peace of mind.
